The Independent Lawyers Network (ILN) prepared a letter of allegation concerning Azerbaijan’s Centralized Information and Digital Analytics System (Mərkəzləşdirilmiş İnformasiya və Rəqəmsal Analitika Sistemi, known as “MIRAS”). The Human Rights Foundation (HRF) co-signed the letter, which was submitted to the three UN Special Rapporteur on the right to privacy, free expression, and human rights defenders on 14 September 2026.

The Independent Lawyers Network prepared these observations following the collection, verification, and monitoring of allegations and complaints of torture, ill-treatment, and interferences to the detainees’ right to contact with their families in Baku Pre-Trial Detention Facility between January and June 2026.

On 25 June 2026, the World Organisation Against Torture (OMCT) published the second edition of the Global Torture Index. In this edition, the scope of the Index was expanded to cover 39 countries, and Azerbaijan was included for the first time among the countries assessed.

The Independent Lawyers Network e.V.
